Yes, after 10 years of campaigning we finally have caste discrimination legislation on the statute books – BUT when will it be enforced. We always knew that HMG conceded to demands for the legislation as a last minute concession to prevent any delay – or indeed jeopardising the flagship Enterprise and Regulatory Reform Bill, but little did we know the levels of procrastination that would be stooped to.
